Dolores Dozo
Senior Advisor
Dolores specialises in international data protection, cross-border data flows and digital governance, with a particular focus on Latin America.
Dolores brings more than 20 years of international experience leading cross-regional projects on data protection and regulatory convergence for the European Commission, the United Nations Development Programme (UNDP) and the International Organization for Migration (IOM). She is the only Latin American EUROPRISE Legal Expert, and the Spanish Data Protection Agency (AEPD) has recognised her contribution to advancing data protection standards in Latin America.
From 2018 to 2025, Dolores was Key Expert for Latin America on the EU-funded International Digital Cooperation – Enhanced Data Protection and Data Flows project. In that role she advised the European Commission on its engagement with governments and data protection authorities across the region. She supported legislative processes and data-flow tools in countries including Argentina, Brazil, Chile, Colombia and Uruguay, and helped develop regional instruments such as the Ibero-American Model Clauses for Data Transfers. Her work with Brazil ran from early debates on a national data protection law, through the adoption of an EU-aligned framework in 2020 and the set-up of its data protection authority, to the Commission’s first adequacy dialogues. Those dialogues culminated in a mutual EU–Brazil adequacy decision.
Earlier in her career, Dolores spent more than a decade directing regional privacy compliance programmes for multinational clients in the aviation, pharmaceutical, health and IT sectors. She also contributed to the modernisation of Argentina’s national ID and passport system, including its integration into the ICAO Public Key Directory for biometric verification.
Dolores holds a Master’s in Telecommunications and ICT Law from Universidad Carlos III de Madrid and a Law Degree from Universidad Nacional de La Plata. She works in English and Spanish, and has a working knowledge of Portuguese.
